That looks like regular full length storm coat that was shortened for use in a squad. I have a full length one in my closet, if you want it.

Yes I wore that same coat when assigned as a rookie to walk the beat on Hennepin Avenue. You could never get your gun out if you needed it but freezing to death was more likely than being shot.
